It would appear to me that EWC is a SE vehicle for withstanding knocks, ie spread of risk due to unforeseen circumstances etc and that EWI has the choice to hand to EWC anything that might go iffy or be beyond EWI scope (?). Apart from that I can't see any reason for EWC to be handed anything on a plate by EWI but I am almost 100 % convinced that Slipform will be the contractor of choice in Jamaica and that whatever price structure may exist for Indo gas supplies to Jamaica is insurance against more local supplies.
