Barr has already said the report would be released barring any information required by law to be withheld. Barr cannot release information in the report required by law to be withheld regardless of congress request. (You can reasearch those laws introduced by the Democrats after the Kenneth Starr debacle if you want).
I’m not sure why you are struggling with this. You can research any of the information you need instead of trying to prove a point here. It doesnt need to be an argument because its the way law says it has to happen.
