There are other ways to gain access to a 10mtpa exportation.
Cliffs resources already have access to 10 mtpa through esperance and their Fe resource in Oz has only limited years left.
Also, Gindalbie metals export 8mtpa via Midwest (geraldton) - currently in huge debt and drowning further as we speak.
Esperance Port expansion, if anything, is probably toughest and least viable avenue at this stage to gain port access.
