"the appeal process" was only in the EA_FONSI_DR document published on BLM website, was not in any TRH's anns.

1. In that EA_FONSI_DR document said that after ROW GRANTED 's day (15April2011), there are 30 days appeal by law. That's it

2. In the TRH's ann on 19thApril2011 we has this:
"On legal advice, the application to drill 12 wells on Federal land has been delayed until
after the Rights of Way are secured, to reduce administrative delays associated with the
permitting."

We linked two of them together then assume that there will be an ann for that (direct or indirect)
The Ann today is the indirect way of saying "the appeal process is over" IMO
