Generally accepted definition of project financing that I see is some form of term loan with payments structured to the cash flows of the project AND the project itself is the ONLY security for the loan (so non-recourse).
That AKK would contradict themselves isn't a surprise. One has to wonder what sort of lender and loan terms would be offered on a project that needs so much to go right to enable "large scale and long term field development".
