The amnesty bit is a red-herring.
Basically, if you go on a google-hunt, you find articles from May onwards regards Malaysia bringing in a biometric system for foreign workers and/or tourists. Initially it was to be "by October" and then "by the end of the year". The minister said "it will not cost very much".
Reading through the articles, descriptions are of a system that integrates information from different government agencies. One article referred to the system being tested by experts in Australia and the UK, but I can't find it again to post a link. Another article had rumours of a German company involved in a concession contract. Safran (french) has a biometric ID card contract with Malaysia, but with a different department so probably slightly different purpose.
Nexbis has added quite a few biometric-related products to their web-site in recent months, so it would seem likely that could be involved some where.
Presuming they are involved, does this make it a buy? Probably not. I think when/if Nexbis establish a true, ongoing business, it is unlikely to be at the same unrealistic profit margins at which they were able to produce "unreal" profits in the past.
