    DUBAI/HAMBURG, Nov 22 (Reuters) - Egypt, one of the world's largest wheat purchasers, is likely to buy a cargo of U.S. wheat after Cargill made the lowest offer at its latest state purchasing tender at $221 a tonne free-on-board (FOB).

    The offer, for two cargoes, each of 60,000 tonnes, of U.S. soft red wheat (SRW), was the third cheapest even after freight costs were added at $253.88 a tonne cost and freight (C&F).

    It is the second time in a row that U.S. origin wheat has been offered more cheaply than Black Sea origin on an FOB basis at an Egyptian tender.

    In GASC's previous international purchasing tender on Oct. 26, GASC bought 60,000 tonnes of U.S. wheat in addition to 350,000 tonnes of Russian wheat and 60,000 tonnes of Ukrainian wheat. nL8N1X67AN

    “U.S. wheat markets have been hoping for a demand transfer from Russia to the United States for some time,” one European trader said.

    “It again looks like the U.S. is looking more competitive and Russian is becoming more expensive.”

    GASC is still considering the offers and results are due later on Thursday.

    Traders said the following offers were made on a FOB basis in dollars per tonne:

    *Cerealcom: 60,000 tonnes of Romanian wheat at $239 FOB and $15.64 freight equating to $254.64 C&F

    *Cargill: 60,000 tonnes of U.S. SRW at $221 FOB and $32.88 freight equating to $253.88 C&F

    *Garant Logistic: 60,000 tonnes of Russian wheat at $239 FOB and $16.80 freight equating to $255.80 C&F

    *GTCS: 60,000 tonnes of Russian wheat at $239.15 FOB and $16.80 freight equating to $255.95 C&F
