“Fortescue Metals will develop a mine and rail project in Western Australia.
“The Eliwana project, located in the Pilbara region, will include the development of 143 kilometres of rail, a new dry ore processing facility and infrastructure, and is estimated to cost $US1.275 billion ($A1.687 billion).

“FMG has also sought approval for two worker camps, access roads, water pipelines and two bridges crossing existing rail and road infrastructure as part of its plans to extend its existing railway line 120km west from Solomon to Eliwana“
Traditionally NRW has had a great relationship with Fortescue in relation to railway lines and more and actually built the Solomon Spur in 2012 https://nrw.com.au/project/solomon-spur-rail-project/ as well as premining development works https://nrw.com.au/project/solomon-pre-mining-development-works/
......but I get the feeling in recent (hard) times Fortescue has been taking advantage of the willingness of contractors to “throat cut” in order to obtain the best deal on contracts and if that is still the case NRW may not tender ?
(NB the ‘feeling’ is based on what I have been told by friends who had considered becoming engaged with FMG via a completely different business ......it’s been a hard market to be in recent times as we all know ! )
