The company is going after larger quantities. They want to produce ‘Bulk scale production’ of BNNT.
They can already produce smaller amounts With the technology. This whole JV is designed to bring the product to market in a more meaningful way. The demand is there but the supply is not. The ppk management have that back ground via Industrea which they sold to GE. I believe they built that company up to 1000 employees. I would also imagine that GE might be an obvious client. 
I understand that small quantities is still a good thing but these guys want to be market leaders. Either way, PPK should have an exceptional year once people wrap their heads around the stock and start to read the news flow as it appears imo. It will only take one fund and the stock is gone. 
The Deakin are currently putting a production plant together now. What is to stop them building more plants to add to production requirements as demand grows?  Given the price of BNNT and the relatively low plant costs, the pay back period looks very quick. 
As the bulk process starts to become commercial, this will become more of a global tech play imo. I can see PPK listing on NASDAC down the track. The first production plant is coming on this year, so we won’t die waiting. Good luck.
