So it seems the process is the mining companies(with a certain amount of time)can appeal the decision to the President who then decides each mines fate, if he says close or suspend then at that point of time they must do that but they can then appeal through the courts.
In the following press conference from late last week, Gina Lopez says(at 36:40) that the farmers production near the OGC mine site have reduced by two-thirds and are blaming the mine, she also says the local Governor doesn't like the mine as well as a lot of people in the villages - maybe OGC has not paid enough attention to these matters previously.
