the Royal Commission briefs may suggest otherwise, they would not be made public.
it is a bit like the James bulger trial in England, you never get all the evidence made public.
So under Australia’s English Common Law system, a Royal Commission will keep the criminal briefs away from the public so as not to prejudice the conviction.
