Yes - it is indeed telling that JRV management are acquiring other earlier stage projects instead of advancing their "flagship" project.
It looks like the non-government portion (75%) of the refinery is owned by a Ugandan registered company called Kasese Cobalt Company Limited (KCCL Link).
Its parent organisation seems to be Blue Earth Refineries Inc (a Chinese company registered in the British Virgin Islands) - according to documents lodged with the US SEC.
