Not necessarily. Many companies give a target range for the dividend payout as a guide. That is not to imply that the dividend will be at one end or the other. Indeed, it does not force the company to provide a dividend in the range. Having been in IFL since the demutualisation, from memory IFL have tended to be generous with dividends.
