    My concern is, what leverage to disrupt does Sedgman have at this point? If as reported above, construction is '95% complete', then presumably Sedgman will refuse to do the final 5% until they've got whatever they're hoping to extract by this move. In practical terms, can we call in another contractor to finish it off? Or do Sedgman hold the cards here?
