I understand yours, and everyone's frustration at the setback/s.   
Also I don't want to seem like an apologist once more for HGO, but - I think you need to be realistic in some of your suggestions.
This is not a outfit swimming in free cashflow and free to spend as it (and us investors)would no doubt like to on advancing its exploration at a faster pace.
I have no doubt that it is a delicate balancing act juggling the priorities of meeting payments (including returning suppliers and workers to normal terms) with the need to find ways to progress the business. Add in the (uncertainty of ?) PHES and you have quite a puzzle to resolve asap.
