it costs a lot of money to change projects or convert a mill in the later years, Newcrest's telfer gold mine is depleting and they have looked at mining cobalt which has been discovered in the waste after leaching and milling. Apparently over a billion dollars worth but the cost in changing the plants and converting the mill is too much to justify the change.
Better for them to keep it simple and while im sure the mineralisation is similar at woodlands to that of Abra, it's just too complex to mine lead, silver, copper and gold all under one plant. my understanding is that woodlands is different to Abra, it helps the market see that G1A's management don't want to be explorers forever.
