Trump is trying to water down mercury emissions standards for coal fired powerstations. I guess even if he succeeds it will only last for the duration of his presidency, so might not change much.
I suspect the only time to invest in coal mining is when coal is a bust, when PE is selling, that seems obviously not a good time to invest. Coal doesn't seem to boom very often - could be a long time between drinks.
