Higher the CR price for the CR the less dilution there is, so I think 13.5 was a good achievement considering the state of the market a few weeks ago. A raising at 10c would have been 26% more diluting.
Yes long term holders or new can buy on market and not take part in the raising, that is certainly what I did.
