Of course, none of my previous post is intended to detract from the seriousness of the problem facing some low-lying areas of Houston. Once the waters have subsided, the city authorities will have to take a long, hard look at their flood mitigation strategies, especially along the Buffalo Bayou, and other waterways leading to the Gulf.
In flood plain areas, with waterways flowing through them, it's just unacceptable that appropriate zoning, flood mitigation works, and restrictions on development are not in place. Especially in and around a city with the size (5.6 million) and economy of greater Houston, the city of Bayous.
