you are both referring to automated trading, and a platform such as MT4 (for example only) has the facilities.
You are not talking about algo trading in the true sense unless you are colcating a server to the exchange.
You are looking for are market maker to co-exist with/sublet a portion of his feed. Good luck with that bit if that is seriously what you are talking about.

I seriously doubt you are referring to this kind of algo trading. It sounds more like automated trading, unless I have misread what you describe.
