Cap raisings, historically, have been done on the quiet with RDM, then announced afterwards. The broker approaches the usual suspects to raise a million or two.The advantage with a shoestring company is that the CRs are small and relatively painless and not very dilutionary.
(Of course the downside is - rather obviously - that funds for big ticket items, like drilling, are limited).
