Hearts are awarded to the top 40 users with the most followers. When one wins a heart, unfortunately someone else loses one (it never goes above 40 hearts at one time).
It's effectively a way of HC "awarding" people who write quality posts, as these posts motivate other users to "follow" that user so they can keep updated with what they say / write.
