As far as I can see, you are correct, the ball is in the DofA’s court (did DofE sign off, anyone know?) and that means Yeo can’t touch it. She has no jurisdiction over whether Condisoil gets licensed. Fuzzy is just lying when she claims Lynas have been banned from researching Condisoil. Actually, she is lying when she opens her mouth.
What I don’t know, is where that process has stalled? Your theory is possible, I’m not dismissing it. But hope that’s not it. I can’t see any further info from Lynas other than they are waiting to hear the outcome.
