cfp - you do realise China is one of the world's top 3 Vanadium PRODUCERS? 24/7 they're stockpiling the resource. They have more than enough to meet their new legislated requirements for improved steel quality. Besides that, Russia is top 3 too; they share a border with China and trade networks going back millennia, not to mention a high degree of shared, historic, political ideology, meaning i.e. they'd rather trade with each other, than trade with say, South Africa.
