I'm not entirely sure what you're comment refers to, feel free to correct me if you're not talking about discount rate applied to the NPV, but a 10% discount rate is actually conservative.
Many new studies (scoping and pre-feas) are using 5 and 8% discount rates, which I disagree with.
10% discount rate applied to NPV is, and has been the industry standard for a long time.
