If they did say it was too cautious then they should have made more of a song and dance about the threshold and increased it. Of course they wouldn't have known the specific characteristics of the rock back then, however they should have relied on thresholds around the world as a benchmark. Anyway, that was in the past and probably a mistake but in light of the experience, the government should raise it if they are fully supporting shale. Otherwise just end it as Ratcliff says.
I know its probably a world class play, however, if we don't get the regulatory framework to support it, then the potential investment return will drag further into the future. I am patiently waiting on the plug to be released and hoping to see significant flames even with a 0.5 threshold.
