    Well. They wouldn't know what level will work best until they tried. So now they tried and test the rock. New limit should be based on new data. And they did actually said when the limit was proposed that it was very cautious. There are documents to show that they did say it was too cautious. Maybe Claire Perry was new to her position and haven't seen all documents before jumping into her sweeping statement.
