Take a read of this just published work from the British Geological Survey (link below). These seismologists imply that the UK gov't has it wrong two ways with respect to the Traffic Light System. 1) The thresholds set in the TLS are far below those of more experienced jurisdictions; and 2) The seismic measurement at PNR is done incorrectly and overstates seismicity by an order of magnitude. They should be using seismic moment measures rather than local magnitude measures. Regardless, Cuadrilla has gotten the double whammy on the TLS - system thresholds set too low while measurements have given falsely high readings.
