so wtf is going on? i can only guess, but when there is this much silence, the shareholders are assuming the worst and are leaving while there is SOME value left. better a few dollars than no dollars.
best guess is that the relationship with GSPC has soured, they will not pay their bills and will want the PSA to expire so that they can rebid for 100% and use all the reservoir data volunteered by OEX and drill themselves. it will fail because they don't have the skills, but that is OK, they will always argue that the reserves are not there to be discovered. meanwhile, OEX will be left without an Indian asset and the Canning as a dream.
