Not exactly sure "what core development" is necessary? The VIN and VSP were indepndently tested and certified in late 2015/early 2016 in the US. The only major missing elements were OS upgrades and an integrated billing platform! Three different sets of vendors have come and gone in those 18 months and now Systemic?!! Where is all the money going and for what?
