Quite often its just the nature of web scrapers and sparse data that creates these anomalies. It's also possible that a company that uses Nearmap is letting some freelancers user their account to collate data.
Alexa is by no means accurate so unless the Pakistan ranking holds it's probably fairly insignificant.
