I suspect that Refracktion is right in that no editor will let a government agent dictate what he/she publishes.  The anti-frackers are not swift enough to understand that is not the real purpose in the letter.  The letter actually intends to make a statement to the public, from the government, advertising how stupid the anti-frackers look blowing the seismic events out of proportion.  It is meant to indirectly confirm the public's suspicion that the anti-frackers and their left-leaning media supporters are making something out of nothing.  I think it has been immensely effective.  Editors who continue hyping non-event stories about earthquakes will look quite silly now that the public has been armed with some facts.  The more earthquake stories printed, the more ground the anti-frackers lose.
