This is precisely the discussion that needs to take place to which I was referring , but it doesn't need to take place on here  - it needs to happen at the level of the government and regulators. and it obviously needs to be based on all of the empirical evidence available.  Whilst our government persists in commissioning "research" into the seismic impact of dropping a bag of flour, and appoints failed politicians with no credibility like Ms Engel to evangelise for them instead of engaging in a rational debate, then we are unlikely to move away from the current entrenched positions. Simples really.
