yes, i know it is frustrating, but governments also regulate other things like power supply and reticulated water. We don't think about whether the power will come on when we flick the power switch, nor will water come out the tap when we turn the spigot.
it's a small price to pay (ASX speeding tickets) to ensure that we don't get our own variety of fee for no service (being robbed)
