Could be any small exploration outfit as long as it is not in Eritrea i suppose TPG.
Would expect them to put aside a fair chunk of that 90 to 95 million to not be caught cash poor in eritrea again. Then going to need money to develop the prospects of whoever they take over.
Maybe a explorer in the 30 to 40 million dollar range? But that is a wild guess probably Phirang123 with his contacts in the mining Biz might have an idea.
