I think they can buy and sell on market without notifying the ASX as long as the shareholding moves no more than 1%.
It wouldn't surprise me if they are shuffling a few shares around.
I spoke to ASIC last week about a lack of substantial shareholder notice in a particular company but they do nothing.
I take the 1% ruling with a grain of salt.
