If an insto with a swag of NEA say Macquarie lends another part of their entity some NEA who immediately dump them on the market to another related entity, does that constitute shorting?

Still trying to get to the motivation behind the current bout of NEA shorting. Apart from the ASX300 join NEA is looking like a tech star at present so it is hard to think of why someone would want to short them other than to pick some up cheap.
