I think a Royal Commission would be needing to aim somewhat higher than at ASQA, who by and large have only sinned by "following" the breaking news, rather than making it.
I believe resource and the regulations ASQA were provided with were their biggest hurdle.
Astute2409 is, in my opinion, probably very close to the mark, with the opening statement. How any organisation could be the recipient of contracts under $5m one year and over $100m the next (if I have heard correctly) with no additional scrutiny beggars belief.
I cant say I've heard of fraud to the level of detail provided, though sadly I wouldnt be overly surprised. I've certainly seen similar albeit on a very very small scale earlier in the century (usually one individual only and punished when the rort was exposed).
Any other comment that could be made regarding the debacle, while available from the streets of Melbourne, could be potentially defamatory, which is exactly why a Royal Commission or Commission of Inquiry is an absolute necessity. The class actions wont be bringing much to light I guess!!!
