I don't think Pelican is representing Altai. If the announcement of 13/09/10 is correct then Altai is no longer in the picure having transferred the MPSA to SNBDC a subsiduary of PEL.
If you read that announcement the coy states that it will "gradually increase activities after all, environmental, social and local obligations have been reconfirmed and total compliance has been established."
In other words what the company was saying at that time was that the deal would not be in the bag until the locals are happy. Should we then be surprised by the actions of the local authority?
