As I read it.
All funding for the Phillipines is in place.
but have until December to be up and running.
Connection to the grid and selling will be looked after by a willing government.
SMH that they could pick out land .. get approval ...get all permits....Build for years...but never plan where they would plug it in.
I guess they thought that the government would takd care off that.
