I think its pretty clear HZL want to get the ground for nothing or not much, and probably through this legalese, otherwise we would have heard of an offer before now. I'm not sure how successful that strategy will be. I think the Indian Govt generally remembers how HZL was sold off at the bottom of the cycle in 2002 and how Vedanta has made millions out of that transaction since (particularly at Rampura Agucha). I don't think the Govt will be disposed to do HZL any more favours.
I think IRL have done well to progress to the latest stage where, as in the latest quarterly "the GOR approved this proposal but it was identified that CMPL will need to carry out further drilling to meet the guidelines issued by the Central Government after the previous drilling campaign had ended. To resolve this it has been agreed to execute an agreement between CMPL and GOR to commence further drilling work under the supervision of the Director Mines and Geology Udaipur costing around A$10 million".
