As far as a 2.5 year Enviromental report, didn't Boulder state that they were intending on starting construction in 2010? I think not all EIS reports are the same, escpecially in an area lready designated as an industrial zone. My guess is that this should be a more speedy process then others. Also considering the need to add skilled worker job were possible in today's economic enviroment.
