This may be a bit left field, but remember we have had several links already (mostly from Japanese websites) that have stated that the victorian bc to hydrogen delas have already been made between the Japanese and the Victorian or Australian governments.
So my question is then is it possible that Andrews is getting in his hydrogen tax early, before said agreements are announced formally, so as to recoup more revenue for the Victorian government and also to make the mining of even more brown coal more palatable a political decision.
Note also that they announced the successful trial of CO2 capture and storage in the media this week.
