Once a road is built you can then put salt to melt snow/minimise ice formation and to allow access by all vehicles which are not necessarily all bulldozers. Winter makes it harder TO "build" road FOR "access".
In the meantime I am still awaiting the announcement to inform IF permit has been obtained TO "build" road FOR "access".
