"The company is currently preparing its permits for road construction which will be submitted during May 2018 and anticipated receipt of the permits during JUNE 2018. Construction of the roads is expected to commence during EARLY JULY AS SOON AS PERMITS ARE GRANTED. ".

Now is EARLY AUGUST 2018.

Either Management not perform their roles properly or permits has been received or being received.

They performed their roles properly.
