Hmm good point. Does a country want to move to post industralised economy, less blue collar jobs in the latter and requires skilled workforce.

For countries that struggle in this regard, good indication they is lack of mobility in the workforce to skill up. This can be put down to education.

I look at Australia and they have massive opportunities in Energy and need to shift reliance away from Mining and Property / construction. Clean tech jobs would be the way to go, not building more old school power stations.

Get your point though. However, for me the answer is not so much in protection but workers and people being not being upwardly mobile.
