    A Decree is a Decree, for  a specific purpose, not the regulatory framework governing the administration and operation of the lihtium industry. I came across a document detailing the regulatory framework about six months ago when I was researching the CEOL process - it was dated 2012/2013.  When I have time I will try and find it and post the key sections for your information.
