Charlie - when it comes down to it so far RTG, in the overall scheme of things, have spent the proverbial three fifth etc on Bougainville. The leverage is enormous so they are happy to dicker away with SMLOLA (Miriori) and the ABG on the off chance they get lucky. Then they have the other landowner groups to contend with but again they have nothing to lose - of course hard luck for the Bougainvilleans while this disruption (which commenced in 2017) plays out.
