Putting aside the unfinished sentence, how can Michael Carrick seriously claim that "RTG has been the only project proponent from the outset to say that all stakeholders should be consulted and a comprehensive negotiation to achieve a lasting and meaningful resolution to the Panguna issue." What is his basis for this statement?
