The craven gutlessness of the Victorian police is astounding. However, they may know that the Judiciary would probably let the hoons off with compensation for the inconvenience they suffered. Bring back the stocks - public humiliation is a cheap and effective form of punishment for law-breakers obsessed with a misguided self image of being heroes.
